I just ordered a Muzzy Full M14 exhaust with M10 Megaphone and was wondering if I needed a power commander right away. Someone was telling me the M14 exhaust works great with a stock 08 zx14.

No you do not "Need" your perfectly safe.
Someone was telling me the M14 exhaust works great with a stock 08 zx14.
Yes it does work well. The rags reported that pipe to be the Dyno shootout winner for Gen1 model years.
What that bike does need is a ECU Flash. Gen1's benefit much more than the Gen 2 ZX14 from a flashed ECU. Few talk about it as the Gen1 bike got shadowed by the 14R.
If your new to this bike Here is a little heads up.
1. After you install your pipes the decell backfire at 3800RPM will rear it's ugly head.
2. you're going to be told by your tuner the problems are caused from fueling issues and that Power Commander will solve.
3. From here you will go for the PCV purchase.
4. Problems will continue to persist. Then you will get pissed off and maybe spend 4 years searching for a fix.
Or maybe that's just what happened to me Lol
Hope my little forcast saved you some money going forward.
Cheers

How about blocking the airbox line? That seemed to work well on mine.Except for my 2012....it didn't need that mod.My 2013 is flashed as well...it doesn't backfire at all...no PCV.Flies in.No line blocking.Brock's CT single. With DB killer.
