Kawi prob figured they're better off to let the ZX reign supreme alone with the biggest, highest power motor.
Would seem confusing to put the same top dawg motor in its sport tourer.
This seems applicable

RE: Done trying to turn my 14R into a sport tourer

I keep stumbling over this question, too.
I *might* have bought the C14 if the 14R motor (in some state of tune) was offered, when I was looking.
Now? Well, now I'm older. Now I have the 14R, and never looked back (but, I do look sideways :)
Now I'll be looking for something *lighter*. Much lighter, now that my lady has her own cycle (a light, very large thumper), and now that I can choose something not based on touring with a pillion.
That changes the calculus equation for me!

I actually ride my C14 more than my 14R. It is far more comfortable, the wind protection rocks on colder days, wind noise is almost non-existent, the fairing keeps the bugs off my face shield, and the handling and speed are adequate when the other benefits are taken into account. Being able to easily carry items in the hard side bags is a luxury I have come to really appreciate. I've added cruise control, a Vance & Hines CS One slip-on, an ECU flash, GPS, Radar Detector, and a EarthX lithium battery. I cannot even begin to convey how nice it is to have cruise control on long rides. It is in the 40's and low 50's here and I have not had the 14R out yet, but the C14 has been out a dozen times. Frankly, I love both bikes, but if I had to get rid of one, it would be the 14R.
