What is this part?

There are lots of things that are aftermarket on my bike, but this part looks stock. What is it and why is it capped off? I thought it was the fuel drain, but i would not expect it to be capped off.

When water gets in the air intake it drains in to that part if you ride in the rain like i do take the cap off and drain occasionally.
