Nope, you're reading it correctly... It basically tells you to go WOT in nuetral ... but you don't have to do it that way.

Yes, the instructions are for PC3, but PC5 is pretty much the same. Shut off bike with kill switch (leave ignition key on), crack WOT and read the maximum voltage (100%/WOT) #'s. They will fluctuate a bit, so enter the average between the highest and lowest # you are seeing.
