my clutch fluid it at the lower line. Does this mean that my plates are worn out? there is no leaks.

Yes, that should be part of it. Remove your oil cap. The clutch pack is there to see how deep the pressure plate is sunk in. If you pull the lever in, you can see where the pressure plate once was when new. The farther the pressure plate sticks out, the more material of the frictions and steels. The deep the plate moves in, the lower the fluid level.
No, it is more how much more before it slips? So technically, adding more fluid won't hurt. You just have to remember that when you go to rebuild, remember the extra fluid to remove or over she flows.
