The US/Canada bikes call for valve adjustment at 14000 miles but for every other region it is 26250 miles. Why would that be different based on region?

1. Gravity is weaker on the euro side so the valves do not sink as deep.
2. The weather over there is slow riding on average so low rpm.
3. More land mass in North Am, speeds are higher (sans the autobahn) and the valves sink faster at higher rpm.

Hub is generally right and challenges your deciphering abilities, and Hag is excellent for a little wit.
And what would Rook do with himself if KHI's provided all the "How to" files?
I mean there would also be no forum members disagreeing and fighting so where is the fun in that?
KHI would certainly provide information but would be as boring as batshit and not half as amusing.

Better quality fuel in the EU = less build up = longer maintenance cycle would be my guess.

Back in the 1970's Honda came out with 'stellite'(sp) coated valves. The world stopped using lead (the cushion you mention) in the gas so the valve more hits metal to metal now instead. The fix was to treat the metal from deforming so fast, tulips the 45° face and it sends the stem up the guide = Tight valve.

it could also be that somebody got confused converting klm and miles, the editor of service manual knew no better, and you will all be able to sue the ass of KHI or accept a new H2 or zx14r as compensation. you can thank me later.

It's obvious that no one (KHI R&D guys excepted) really knows for sure. For what it's worth I did my valve check/adjust recently @ 24k miles and 14 out of the 16 were tight, some of them under minimum spec.
