Sorry to hear about your bike. In ways it will continue on. There's in spec and there's "bent". If you want to check if it's in specs, basically have to follow the service manual procedure using a dial guage and check for run out.
If you just want to see if their bent, about anything practical would do. I'd think using a level and squaring them up on a level surface would suffice.
Value... a couple year when I bought my 2nd set of rims I paid $100/each. I think they're still going for around that price in excellent condition, but you'd have to check Ebay. If they're not in like new condition (< 5k miles) I'd proably subract $10 per 10k miles on them.
