I used to average about one ticket per year driving around central Texas (from Dallas to Austin). I managed to stop getting tickets for five years living in the same area at Fort Hood. As soon as I moved to El Paso, I get a few, including my first ever ticket on my bike (I am very careful on it because a lot of cops look for sports cars and bikes).
Strange thing I noticed is that I never see a ratty old car, or one with Mexican plates (there are thousands of them here) pulled over. I figure the cops don't think the people driving the clunkers will pay and not sure what the legalities of the Mexican drivers are.

THATS easy to explain .. the cops are scared they will get shot ..so they pick the easier ones .. profiling ..
