If someone has an Orange 2009 can you tell if the Black flame-like decorations are decals that can be peeled off? Someone told me they might be clear-coated, which means I could take them off.

check bikebandit. If it's a separate part, it will be on the list but decals are not usually shown in the diagram.
You mean if they are clear coated, you can't take them off.

It appears the decals are listed. I found a seller of an Orange one from 2009 and it has the Black design decals on it and when I asked he first said it appears they are decals that can be removed then he said they might be clear coated over, which would mean I could not remove them.

I'm unsure about the 'clearcoating' deal.The factory decals can 'appear' clearcoated,when in fact,they aren't.I've installed several decals over the years on my 14's.At first look,they do appear coated over,but I knew they weren't.You could contact Kawasaki Industries in Irvine Calif and ask a rep for some info.They'd be happy to tell ya.
From my experience,the body panels come UNDECALED from the factory...pretty sure.Been a while since I ordered any.They CAN be ordered WITH badging and decals as well.That seems to indicate the panels and such are plain except for paint at the factory?I can't remember having problems removing any decals from my past Kawis.I used a hairdryer to heat the tip of the decal,then a razor blade to see if the smallest tip of the decals would lift.No cutting...gouging..nothing like that.If you look closely,there is a clear outer edge beyond the colored part.A centimeter or so.You can try to tick the edge of the decal(someplace inconspicuous)and see if it comes up just a smidgen.Use the hairdryer,but do not get it too close.
