Actually, these make sense, especially in areas where there is post-winter sand and gravel left on roads in The Spring. Decadesa ago, ALL bikes came with rubber gaiters that protected the sliding portion of the fork legs. Thy were eliminated by manufacturers for cost reduction and appearance reasons, but they make sense. These look like a "modern" version, and are worthy of considerartion. How expensive are they? And, do they require fork disassembly to mount, or do they somehow "split" for installation?
And, I have now done a search, and cannot figure out WHERE you found them for the ZX-14R. Where?

rock chips are for people that come in last
Those are cool. I have seen something similar for the rear shock and spring. Some sort of stretchy lycra deal.
So far the only thing that shows any signs of rock strikes are my fork bottoms but those fork covers look pretty cool. I couldn't cover up my Ohlins' with any thing that didn't say OHLINS on it though. You bare;y see them as it is.

like wearing a condom and never getting laid
Badzx14r, you are like the poet we never knew we needed :)
Side note, pretty nifty, after discovering that a new set of inner fork tubes costs almost as much as a new set of OEM forks I think these are a good idea.
