Hi! Just purchased a ‘17 ZX14R, I’m 6’4” and was wondering what the riser max in inches you can install on bike. I’m looking for comfort that won’t impede ergonomics, performance etc.. Thanks in advance!

Someone will chime in, but I use blocks under the bars. I'm at a loss of what brand it is. Forks are set where they are so you'll have a cavity/galley kind of gap at the bars. Does not weaken the integrity of the clamping, no extended cables or hoses needed.
IF you look at the bottom of the triple tree, you'll notice a taper begins where the forks are clamped now. So you can't raise the forks up to fill the gap at the bars.
For me, without the rise of the bars, my forearms would begin to numb and tingle. The raise bars stopped it.

When you remove the stock hold down bolts, you'll see clean threads. So technically no, not needed. Just torque to spec. 18ftlbs is spec and only note for those two bolts is to alternate the tightness between the two for even clamping.
You'll have to position the clutch and brake lever assemblies to clear a lock to lock of the triple tree. So lock the triple to one side, loosen the half clamps, tap down to miss the screen. I think the bite of the half clams have a clamping design that has no gap at the top half of the clamp, and a gap is at the bottom of the half clamp.
Easiest way is to loosen the bottom half clamp bolt, move the assembly, tighten the bottom bolt to secure the housing. Make sure the top bolt is tight. Kind of see the way the clamping is designed?
