YOu cannot place that chip in the ECU. Like RidgeRacer, you would have to remove the vibration layer material off the motherboard to change that chip. Now, would it work if you could? Is this an aftermarket unit where you change that chip?
1.No, you cannot swap that chip in the 14.
2. Yes, if the fuel cutter uses some sort of chip you can pull out and push in with that caterpillar leg'd chip?
3. I'd get the guy on fraud charges if he is saying you can change that out on your 14.

I read 10 pages of the seller's feedback from buyers. My summary : chances are it won't do a darn thing to improve the performance of a ZX14, and might interfere with a PowerCommander.
Many feedbacks said negligible results, only a very few said significant results.
