Is this for the passenger's helmet? If so How does it work?

Correct! It's for locking a 2nd helmet to the bike. I couldn't tell you how well it works since I never lock a helmet to a bike anymore. I had 2 helmets stolen years ago that were locked to my bike. They just cut the helmet straps.

correct, you slide the cord through the metal piece of the helmet strap, loop it back over and hook it on the square cutout right next to your left red arrow. Once the seat is on it keeps the helmet from being stolen.

Slow's correct. There is a little hook by the post. When you put the seat back on. It locks the helmet on the bike.
